A Government Council Chamber System Case Study
The upgraded Council Chamber was integrated with the following items, designed and engineered by Level 3 Audio Visual:
- Local content display and source content input at various locations including:
- Council Dais
- Council Staff Seating
- Audience Seating
- Broadcast Control Room
- Presentation Lectern
- Dual 2×2 Video Walls for displaying source content to audience
- Video and Audio connections to and from a nearby broadcast control room
- Touch screen control from various locations
- Individual keypad control form Dais
- Integrated voting system
- Teleconferencing capability via POTS analog phone line
- Speech and program audio reproduction using microphones and distributed overhead speaker system
- Equipment rack rewiring and space addition to create a serviceable equipment rack
- End-to-end digital video system with some analog support where needed
Various displays are in use in the Council Chambers system with varying native resolutions. The AMX matrix switcher has integrated output scaling on every output to deliver the native resolution of each display while maintaining source aspect ratio to prevent stretching and distortion of content. The existing two projectors have been replaced by 2 x 2 video walls, to display content to the audience. Each Video Wall independently displays any source of content available in the main switching system. All source content, regardless of aspect ratio will be scaled to create the largest yet undistorted image possible.
Every Council Dais position, Dais left wing and right wing (total quantity 9, 2, and 1) has a dedicated 22” monitor for viewing source content, all displays are independently routable and locally controlled via a button panel. If the user wishes to mirror the projector content locally, or route an additional source (limited by number of buttons on the keypad), a simple button press displays the desired content.
There are two separate council staff seating areas to either side of the council dais. Two 22” LED monitors were supplied and share a single distributed video source, which may be routed by and control touch screen. Any source content may be viewed on these monitors. Three additional channels of duplicated video have been made available for added monitors through the 1×4 HDMI distribution amplifier.
Lobby Digital Signage
The lobby has three display areas that are connected to the switching system and display any source content. The two displays have been replaced with Samsung 48” signage displays with the existing mounting bracket reused. A third area has no display, but provides an “active video port” for personnel to connect a mobile display using a supplied AMX or compatible video receiver.
An owner maintained broadcast video system exists and will connect to the AV systems. Two HDSDI outputs have been provided as display outputs to the owner in the required broadcast standard resolution at which option will be connected to owner maintained fiber-optic transmitters. Level 3 Audiovisual verified and tested video and audio to which the signal was ingested to the owners system and does not guarantee any level of quality or operation beyond this point.
The presentation lectern in front of the dais has connectivity in the floor box for when the room changes meeting types. Level 3 Audio Visual provided an active video port for personnel to connect a mobile display using a supplied AMX or compatible video receiver. There are two main control areas, clerk station and equipment rack room. Using touch screen monitors for controlling the systems. Each screen has the capability to preview video from any source in the switching system. The total number of discretely controlled output channels in use based in the above descriptions is twenty-four.
The system received inputs from the following locations and sources:
- PC (owner furnished)
- Video connection (HDMI) from PC will be split at the lectern and sent to a Level 3 Audiovisual provided local monitor in addition to the matrix switching system
- Tascam DVD player
- Laptop HSMI and VGA/Audio connection in existing cable cubby
- Floor box auxiliary (qty 2) channels to send content into system. AMX transmitters will be supplied and floor box connector will be RJ45 type with appropriate labeling.
- Right wing wall plate transmitter
- Left Wing/Clerk wall plate transmitter
- Right side wall plate transmitter
- Left side wall plate transmitter
- Existing video inputs at wall plates will be removed and plated.
